File Viewing Guidelines: Fee Schedule

Standard for Charges on File Viewing, Copying, and Transcription

  1. This standard is established in accordance with Article 21 of the File Act, Article 13, Paragraph 1 of the Political Archives Regulations, and Article 10 of the Fee Regulation.

  2. Applicants who have been approved to view, copy, or transcribe files shall be subject to the charges prescribed in this standard. However, for files other than political archives, charges may be imposed in accordance with other applicable laws and regulations.

  3. For viewing and transcribing agency files, a fee of TWD 20 per two hours shall be charged; for less than two hours, it shall be calculated as two hours. Viewing and copying national archives are free of charge.

  4. Copying files shall be subject to the charges specified in the attached File Copying Fee Schedule, and the copies shall be produced using the existing equipment of the agency. If individuals bring their own devices such as mobile phones, cameras, or camcorders and are permitted by the agency to photograph or record files, the fees for viewing and copying shall be charged in accordance with the preceding article.

  5. For copying files sent via email or delivered on electronic storage media, the file format and the cost of electronic storage media consumables shall be determined by the agency. If mailing services are required, the actual postage shall be calculated, and an additional handling fee of TWD 50 shall be charged for each transaction. Article 5-1: Individuals (hereinafter referred to as the parties involved) in political files who have been arrested, investigated, interrogated, prosecuted, wanted, tried, executed, or otherwise infringed upon by public authority may apply for access to political files related to their cases free of charge; for the same file, no fees shall be charged for copying, consumables, postage, and handling. Copies shall be delivered in either black and white printouts or electronic storage media.
    When the parties involved in the aforementioned article pass away, their spouses or heirs specified in various provisions of Article 1138 of the Civil Code may also apply.Applicants copying national archives shall be exempt from fees as provided in the regulations in effect before the amendment on October 22, 2019, of the Republic of China, if payment was made between July 14, 2011, and February 8, 2013. Applicants may provide the payment receipt or apply for a refund for the copied files.

  1. The collection of fees prescribed in this standard shall be carried out in accordance with the budgeting process.

  2. This standard shall be effective from the date of publication.
